Sylvia Joan Rowell, the daughter of ___ (name, occupation) and ___ (name, occupation), was born __ (where).

After her high school education at ___, she received her B.A. in 1996 from Goucher College in Towson, Maryand, graduating with honors in philosophy.

In 1994 she earned an M.A. in Philosophy and Social Policy at George Washington University. Her thesis was Privacy and the Public Interest in HIV and AIDS.

Rowell was a Teaching Assistant to Senator Lowell Weicker at the National Law Center for his course, Health Care in the U.S Policy and Priority. Also, she was Research Assistant to Dr. Peter Caws, University Professor of Philosophy.

In 2001 while a Moot Court Associate, she was winner of the best brief and received the Siegel Cup. In 2003, she earned a J.D. at the Catholic University of America's Columbus School of Law.

Rowell has had extensive experience in mediation education and activities.

In 1995 she was recipient, Outstanding Public Service Award, of Boys and Girls Clubs of America.

For the League of Women Voters, she is a member of the Board of Directors and chair of the Public Relations Committee, 1997 - 2000.

For the American Association of University Women, she is a member of the Board of Directors and chair of the public Policy Committee, 1997 - 2000.

Rowell currently lives in (Maryland) and is an Associate Mediator, Impartial Dispute Resolution Services, for Robert A.
